Untuk memaksimalkan penggunaan produksi dalam negeri, pemerintah telah mengeluarkan berbagai macam kebijakan. Salah satunya dengan mengintensifkan implementasi peraturan tentang TKDN (Tingkat Komponen Dalam Negeri). Peraturan yang terkait dengan TKDN, diantaranya adalah:
1. Peraturan Presiden No. 70/2012 sebagai revisi dari Keputusan Presiden No. 54/2010
tentang Pedoman Pelaksanaan Pengadaan Barang dan Jasa
2. Instruksi Presiden No. 2 / 2009 tentang Penggunaan Produksi Dalam Negeri
3. Pedoman Tata Kerja SKKMIGAS No. PTK-007-Revisi I/2009 dan PTK 007-Revisi II/2011 dan PTK 007-Revisi II/2011 dan PTK 007 Revisi III/2015 tentang Rantai Suplay Pengadaan Barang dan Jasa di Lingkungan Migas serta Perubahan Ketentuan PTK 007 Rev II/2011 No. 0919/SKKD2000/2013/S7 tanggal 4 April 2013
4. Peraturan Terbaru : PTK Revisi 4/2017
5. Peraturan Menteri Perindustrian No. 15/2011 dan Peraturan Menteri Perindustrian No. 16/2011 (sebagai revisi dari Peraturan Menteri Perindustrian No. 49/2009 dan perubahannya No. 102/2009 dan Peraturan Menteri Perindustrian No. 11 / 2006) tentang Pedoman Teknis Penggunaan Produksi DalamNegeri.

Pada setiap pengadaan barang/jasa, peserta lelang diwajibkan untuk menyatakan besaran nilai TKDN-nya secara self assessment. Tetapi jika ternyata dalam realisasinya capaian TKDN-nya lebih kecil dari yang dinyatakan, maka perusahaan akan dikenakan sanksi administrasi dan finansial. Sedangkan dalam evaluasi lelang, Panitia Lelang akan menggunakan nilai TKDN terkecil diantara TKDN Penawaran dan TKDN Hasil Verifikasi. Sementara itu, apabila dalam suatu pengadaan barang/jasa terdapat peserta lelang yang memiliki nilai TKDN dan Bobot Manfaat Perusahaan (BMP) lebih besar dari 40% maka lelang hanya boleh diikuti oleh produk yang dibuat di dalam negeri.

Berkenaan dengan peraturan-peraturan tersebut dan implementasinya maka merupakan suatu keuntungan tersendiri apabila bisa memahami secara lebih detail peraturan-peraturan yang terkait dengan kebijakan TKDN. Untuk itu, kami mengadakan kembali training dengan topik “Tingkat Komponen Dalam Negeri (TKDN): Tata Cara Penilaian dan Aplikasinya”. Training ini adalah one day training dimana para peserta akan dibimbing untuk bisa memahami konsep dasar penilaian TKDN sehingga peserta dapat melakukan perhitungan sendiri (self assessment) TKDN sesuai dengan ketentuan yang berlaku dan mampu mempersiapkan dokumen pendukung yang relevan jika pada saat lelang/kontrak TKDN-nya diverifikasi oleh instansi terkait. Peserta juga akan dibekali pengetahuan tentang aplikasi penilaian TKDN dalam proses lelang maupun dalam realisasi kontrak serta perbedaan-perbedaan peraturan TKDN yang berlaku di Indonesia.

Metode Training

Training dilaksanakan selama satu hari penuh dengan menggunakan metode interaktif-komunikatif. Materi training didesain sangat menarik dan terstruktur, sehingga peserta lebih mudah untuk memahami materi yang disampaikan. Dipandu oleh praktisi dan konseptor TKDN yang sudah sangat berpengalaman dalam melakukan verifikasi, training dan konsultansi TKDN, menjamin peserta training mendapatkan informasi yang akurat dan kredibel. Pada akhir training akan disampaikan beberapa case study yang disesuaikan dengan bisnis perusahaan Bapak/Ibu, sehingga akan memudahkan peserta untuk secara cepat mengaplikasikan perhitungan TKDN di dalam pekerjaan sehari-hari.

Topik Workshop:
1. Memahami kebijakan/peraturan TKDN di Indonesia
2. Memahami konsep dasar perhitungan TKDN sesuai dengan peraturan yang berlaku.
3. Mempraktekkan penghitungan TKDN dengan mengisikan biaya ke dalam form TKDN.
4. Melatih pengisian Formulir TKDN Penawaran dalam lelang, yaitu Form SC-12A (untuk Lelang Barang), Form SC-12B (untuk Lelang Jasa) dan Form SC-12C (untuk Lelang Gabungan Barang dan Jasa).
5. Menghitung Harga Evaluasi Akhir suatu lelang berdasarkan nilai TKDN yang ditawarkan.
6. Menghitung sanksi finansial suatu kontrak yang disebabkan oleh nilai TKDN yang tidak terpenuhi
7. Memahami perbedaan peraturan TKDN dalam Pedoman Tata Kerja Pengelolaan Rantai Suplai Kontraktor Kontrak Kerja Sama SKKMigas No. PTK 007 Revisi I tahun 2009 dan No. PTK 007-Revisi II tahun 2011 dan PTK 007- Revisi III Tahun 2015 serta Peraturan Menteri Perindustrian No. 15 dan 16/2011

Pemahaman mengenai aspek hukum dalam industri minyak dan gas nasional sangat penting mengingat kedudukan Indonesia sebagai salah satu negara produsen dan importir migas.
Menyelenggarakan Training Manajemen Perpajakan Perusahaan Kontraktor kontrak kerja sama (KKKS) dibidang usaha MIGAS, untuk memfasilitasi para pelaku industri migas lebih memahami aspek perpajakan. Kursus intensif ini dilaksanakan selama dua hari dengan topik yang beragam dan mendalam. Setiap topik disampaikan oleh pemateri yang berpengalaman di bidangnya.
Dengan mengikuti Training Manajemen Perpajakan Perusahaan Kontraktor kontrak kerja sama (KKKS) dibidang usaha MIGAS, peserta akan memahami menghitung dan membayar PPh BUT, Branch Profit Tax, yang digabung dengan bagian Pemerintah. Perlakuan perpajakan masing-masing KKKS yang didasarkan pada tanggal penandatanganan kontrak. dengan berlakunya PP No.79/2010 dan PMK No.
256/PMK.011/2011. Peserta juga memahami kewajiban KKKS dalam menyesuaikan perhitungan besaran bagian penerimaan Negara, persyaratan biaya operasi yang dapat dikembalikan dalam penghitungan bagi hasil dan PPh bagi KKKS Migas. Pembahasan aspek perpajakan secara khusus berupa withholding tax yaitu kewajiban KKKS dalam memotong PPh pihak lain dan sebagai pemungut PPN juga akan diperinci. KURSUS INTENSIF MINYAK DAN GAS

Kita sepakat bahwa minyak dan gas bumi (migas) merupakan sumber daya alam strategis tidak terbarukan yang dikuasai oleh negara serta merupakan komoditas vital yang menguasai hajat hidup orang banyak. Oil recovery operations traditionally have been subdivided into three stages: primary, secondary and tertiary. These stages described the production from a reservoir in a chronological sense. Primary production resulted from the displacement energy naturally existing in reservoir. Secondary recovery usually implemented after primary production declined, the term secondary recovery is now almost synonymous with waterflooding. Tertiary recovery was that obtained after waterflooding (or whatever secondary process used) it’s used miscible gases, chemicals and/or thermal energy to displace additional oil. When the waterflooding stage might be reasonably be bypassed the term tertiary recovery fell into disfavor in petroleum engineering term and the designation of enhanced oil recovery (EOR) become accepted to replace the term of secondary and tertiary recovery.

In describing the different EOR processes (Waterflooding, Miscible Displacement, Chemical Flooding: Micellar/Polymer, Surfactant, Alkaline and finally Thermal Recovery Processes, it will be focused on the fundamental concepts of each processes and it will also present methods of predicting oil recovery when the processes are applied to oil reservoir. Many methods are available to calculate displacement performance, ranging from simple models based on volumetric sweep to sophisticated method. Thus, with the proper understanding of all enhanced oil recovery processes will reduce the entire cost of the plant and production operation of EOR system.

This five-day training will provide a comprehensive knowledge and understanding of different EOR processes (Waterflooding, Miscible Displacement, Chemical Flooding: Micellar/Polymer, Surfactant, Alkaline) and Thermal Recovery Processes with various fields example.

Drilling and Blasting is not just a method of safely making the solid rock accessible to the quarrying process. It is a critical primary stage of the rock processing operation, which has considerable significance for all later processes. The degree of fragmentation and the shape of the muckpile affect the loading and hauling operation, while the fragmentation itself has an effect on the primary crushing operation itself as well as the wastage in oversize and fines material.

Precision in the blasting operation can control fragmentation and muckpile shape as well as reducing oversize material and producing a controlled bench surface, and of course increasing safety. This requires precision in surveying the detailed shape of the rockface, estimating the strength of the rock, design of specific drilling patterns and explosive loading, and then correct implementation of the detailed blast design

NARASUMBER

Dr. Ir. Sudjati Rachmat, DEA graduated from Petroleum Engineering Department of ITB in 1979 and got his Doctorate Degree with honored in 1987 from Ecole Centrale de Lyon I, France . The topic of his thesis is Modelisation Numerique d’Ecoulements Polyphasiques en Milieux Poreux Application au Cas de Calcul des Champs de Pressions et de Saturations dans un Gisement de Petrole.
For the time being, he became a lecturer in Petroleum Engineering Department of ITB. His subjects are Analysis and Numerical Method, Engineering Mathematics, Computer Simulation, Flu id Mechanic, Artificial Intelligence for Petroleum Engineering.
He also gave many courses to the community, such as: basic reservoir engineering and reservoir simulation, basic production engineering, down hole well testing, statistic and numerical method for petroleum engineering, basic log interpretation, etc. He is a member of some profession organization such as: IATMI, SPE/EIME, IMA, HAIAI, FPS-USA, INAGA, and IGA.

This specially designed course will be conducted by *Hilman Ahmad & Associates*, an Independent Consultant in industrial oil and gas, member of the Society of Indonesian Petroleum Engineers, who manage the Professional Industrial Oil & Gas Education Center, and has been practicing production operation & safety and corrosion control engineering in Indonesia for more than twenty-five years. He post-graduated from Tokyo Institute of Technology (sponsored by UNESCO) in 1977. He joined in-field-practice program at Nippon Kokan Steel Company & Research Center Kawasaki, Japan for production facility design & construction and corrosion prevention & control in 1983, and collaborated with Cormon Industrial Research Center Brighton UK for on-line corrosion monitoring development in 2000. He has been delivering training course in production operation, maintenance & safety and corrosion control for personnel from Oil & Gas Company and Petrochemical Industry since 1979. ***

DESKRIPSI

In this special course, the participants will be given the basic tools needed to understand and work with these professionals involved in petroleum exploration, land issues, drilling and production as well as with some of the legal issues. Beginning with a discussion of how oil & gas is formed and then trapped, the course explains how explorationists decide where to look and how they find economic deposits; how the petroleum is extracted, transported and refined and finally reaches the marketplace.
The course describes the organizational structure of a typical energy company, and the duties and responsibilities of the various professions. The tools, machinery and operations of the industry are also described.

INSTRUCTOR

Dr. Edwan Kardena is a leading scientist and engineer in the field of microbial process for bioremediation of organic and toxic chemicals, such as petroleum hydrocarbons and halogenated compounds. He obtained his Ph.D. degree from the University College of Wales in Cardiff, United Kingdom in the field of Environmental Microbiology/Biotechnology in 1995. He is currently known as a lecturer in the Department of Environmental Engineering ITB.

Dr. Sri H. Suhardi is an environmental microbiologist and currently known as a researcher at the Inter University Center for Research on Biotechnology. Her major interest is in the use of fungi and biocatalyst for treatment of industrial waste. She has extensively been working with phenolic compounds such as chlorophenol. She got her Ph.D. degree from University of Kent at Canterbury, United Kingdom in 1995.

They have been participating on various courses organized by the government such as BAPPEDAL, PUSARPEDAL, PEMDA, etc.  Both of them are consultant and team mate in doing a lot of training project at multinational companies, such as Chevron Pacific Indonesia, ExxonMobil Oil Indonesia, Vico Indonesia, Total E&P Indonesie, ConocoPhillips Indonesia Limited, Chevron Indonesia Company, PetroChina, Pertamina, Petronas, Freeport, etc.

OVERVIEW

This intensive 3-day course provides the participants with an integrated, comprehensive understanding of the oil and gas industry. It presents the main aspects of the industry with focus on exploration, development and exploitation of oil and gas resources.

The course provides an overview of the petroleum industry, particularly in Indonesia. The workshop provides non-technical support personnel an overview of the exploration / production process. To arm them with the terminology associated with these procedures and practices which will increase their understanding of the process and facilities communication between them and the engineers and geologist they work with.

This  course was introduced in 1982 and was updated using the latest information in oil & gas industry ever since. It has been given as an in-house training for Vico, PetroChina, Unocal, ConocoPhillips, Kondur, Lapindo, Kangean, Kodeco, Total Indonesie, ExxonMobil, Bank Mandiri and is a regular SPE short course since 2002.
